Chief Operating Officer
Pamela Berkowsky is an accomplished senior executive and Fulbright Scholar who has served at the highest levels of both federal and state governments. Her Pentagon tenure, which spanned three Presidential administrations, includes service as Assistant Chief of Staff to Secretary of Defense William S. Cohen and as Special Assistant to two consecutive Under Secretaries of the Navy. As Assistant to the Secretary of Defense for Civil Support, Ms. Berkowsky coordinated DOD’s weapons of mass destruction domestic preparedness programs and served as its liaison to the National Security Council and federal, state and local agencies. At the state level, she served as Deputy and Chief of Staff to the Governor of the U.S. Virgin Islands, managing the territory’s federal and international affairs, directing Government House operations and leading policy initiatives in public safety, healthcare, education reform and economic development. For almost a decade she taught a popular national security seminar at the University of the Virgin Islands’ annual Summer Institute for Global Leaders. Additionally, she has managed a state-of-the-art private medical practice and the Territory’s only accredited sleep center.
Ms. Berkowsky earned a Master’s Degree from the Fletcher School of Law & Diplomacy, and a Bachelor’s Degree, magna cum laude, from Princeton University’s Woodrow Wilson School of Public and International Affairs. She also spent a year studying international diplomacy at the Institut universitaire de hautes études internationales in Geneva, Switzerland, as a Fulbright Scholar. She is the recipient of the Secretary of Defense Distinguished Public Service Award, the Department of the Navy Distinguished Public Service Award, and the Department of the Navy Distinguished Civilian Service Award. She has served as a Director and Trustee on numerous non-profit and philanthropic boards. A founding member of the International Network of Women in Emergency Management, Ms. Berkowsky has testified before the U.S. Congress on homeland security matters, is a published author on bioterrorism, has appeared as a subject matter expert on network television, and is currently the President of Blue Sapphire Strategies, a policy, public affairs and business consultancy.
